Expectations for practice across agencies to reduce the unnecessary criminalisation of care experienced children (up to the age of 18)
and young adults (up to the age of 25).
The protocol is aimed at a range of organisations including, local authority children’s services, care providers (fostering services, children’s homes and other provision), police forces, Youth Offending Teams (YOTs), Probation Services, the Crown Prosecution Service (CPS), HM Courts and Tribunal Service (HMCTS), local Youth Justice Judiciary, HM Prison and Probation Service and local health services including mental health.
